Tuca Zbarcea & Asociatii has advised the Tasuleasa Social Association on the legislative process leading to the adoption of the Long-Distance Hiking Trail Law in Romania. Reff & Asociatii | Deloitte Legal reportedly advised the Tasuleasa Social Association as well.
"In 2018, when we began building the Via Transilvanica, there were no legal regulations in Romania for a long-distance trail," the Tasuleasa Social Association informed. "Nevertheless, we managed to complete an unprecedented project, bringing together over 120 administrative-territorial units that accepted and approved to be part of this route. This made it possible that, in 2022, we could gift Romania its first long-distance trail, spanning 1,600 km from Putna to Drobeta-Turnu Severin." The association stressed "a major gap: Romania had no legislation to regulate and offer legal protection for long-distance trails. Although we hadn’t initially set out to do this—and it was far beyond our powers—we were the only ones with the direct experience and knowledge necessary to initiate a legislative proposal."
Together with Tuca Zbarcea & Asociatii and Reff & Asociatii | Deloitte Legal, the association proposed a draft law which was passed in November 2024 (Law no. 288/2024 regarding nationally significant hiking trails for recreational purposes). On July 24, 2025, the "Romanian Government adopted these methodological norms in the form it deemed appropriate," according to the association.
The association further stated: "This is a victory not just for Via Transilvanica, but for the entire sustainable tourism sector in Romania. The law brings into the present day numerous essential aspects for hiking trails in the sub-Carpathian regions of the country—places of unique cultural and natural value in Europe, increasingly appreciated by the tens of thousands of people who choose to walk them. This law creates, for the first time, a coherent and accessible framework for the development, protection, and promotion of long-distance trails in Romania. It also opens access to non-reimbursable European funding and international partnerships in rural development, sustainable tourism, and the conservation of cultural and natural heritage."
